Trees by DKT70 are pretty good and I never really cared if the ped was HD but if it was it was a bonus but it depends on what branch of Law Enforcement you want to play unless you mean all peds then there is also a mod for that as well. Kinda hard to say.it comes down to how you want your game to look.like Character Shading, Bright Lights for ELS, Reflections, etc I use CryENB v2 with a GTA V Timecycle and I like the way it looks for me but someone else might not prefer it,as far as Road Textures you can choose between GTA V road textures in GTA IV and DKT70's Road Textures.
